Abstract:
O objetivo deste estudo teve-se em realizar uma análise crítica sobre a implantação do Programa de Condições e Meio Ambiente de Trabalho na Industria da Construção (PCMAT) e sua eficácia na redução de acidentes de trabalho na construção civil. Pretendeu-se analisar os tipos de acidentes e doenças ocupacionais na construção civil, apontar os riscos dos canteiros de obras e indicar os procedimentos de segurança ocupacional e avaliar a importância do PCMAT como diretrizes de segurança em atividades da construção civil. Para atingir os objetivos da pesquisa optou-se por uma pesquisa bibliográfica para realização de interpretações de fontes de livros, monografias e artigos científicos que tratam da
segurança em canteiros de obras. Os resultados demonstraram a importância da criação do PCMAT para melhorar as condições ambientais em segurança, qualidade de vida no trabalho e salubridade de canteiros de obras. Os resultados de eficiência do PCMAT dependem da conjuntura de gestão empresarial e da participação ativa dos trabalhadores nesses processos para que as iniciativas não sejam tomadas de
cima para baixo, mas de forma participativa sob um eficiente programa educacional de Saúde e Segurança do Trabalho (SST). Nesse contexto, muitas críticas foram às empresas de médio e pequeno porte devido à carência de posturas efetivamente eficientes na projeção de um cenário que favoreça plenamente as conformidades do PCMAT á execução do canteiro de obras. O PCMAT trouxe grandes contribuições,
mas a sua abrangência real nas empresas é menos eficiente, na medida em que não existe ainda nas empresas uma cultura organizacional voltada para a integração entre gestão ambiental, de segurança de qualidade em segurança e em serviços e produtos
