Abstract:
The new Public Procurement Law, Law No. 14.133/2021, presents challenges and
opportunities for public administration in small municipalities. The legislation aims to
modernize, simplify, and bring more transparency to public procurement processes,
regulating disposals, concessions, purchases, and others. However, these
municipalities face difficulties, such as limited infrastructure and scarce resources,
along with the fight against corruption and fraud. By implementing control mechanisms
and adapting to integrity requirements, these obstacles can be overcome. The
research aims to identify the main challenges and propose viable solutions so that,
within six years, municipalities with up to 20,000 inhabitants can adapt to the
regulations, resulting in more efficient and fair public management, directly benefiting
the population.

O RESUMO
A nova Lei de Licitações e Contratos, Lei nº 14.133/2021, impõe desafios e
oportunidades para a administração pública em municípios de pequeno porte. A
legislação visa modernizar, simplificar e trazer mais transparência aos processos de
contratação pública, regulando alienações, concessões, compras e outros. No
entanto, esses municípios enfrentam dificuldades, como a infraestrutura limitada e
recursos escassos, além do combate à corrupção e fraudes. Com a implementação
de mecanismos de controle e a adequação às exigências de integridade, é possível
superar esses obstáculos. A pesquisa busca identificar os principais desafios e
apresentar soluções viáveis para que, no prazo de 6 anos, os municípios com até
20.000 habitantes se adaptem às normas, resultando em uma gestão pública mais
eficiente e justa, beneficiando diretamente a população.
