A IMPLEMENTAÇÃO DAS CÂMERAS CORPORAIS ÀS FORÇAS DE SEGURANÇA PÚBLICA EM CONSONÂNCIA AO PACTO FEDERATIVO

Abstract

This final paper aims to analyze whether the implementation of body cameras in public security forces is an effective measure to promote transparency, accountability and security within the scope of police activity. This paper also analyzes the adoption of this technology in Brazil from the perspective of the federative pact, which establishes autonomy and cooperation between federative entities in the management of public security. The research addresses the benefits of using body cameras, such as reducing conflicts, greater control of police actions and strengthening trust between the population and security institutions. In addition, the technical, financial and legal challenges involved in implementing the equipment in a federative context marked by regional inequalities are discussed. The study also examines national and international experiences, pointing out how integration between the Union, states and municipalities can enable the use of this technology in a uniform and effective manner, respecting local particularities. The legal analysis highlights the need for regulation that ensures the protection of fundamental rights, such as privacy, while enhancing the use of cameras as a tool for social control and improvement of police activity. It can be concluded that the implementation of body cameras represents a significant advance in the modernization of public security, demanding intergovernmental coordination and strategic investments to guarantee effective results aligned with the constitutional principles of the federative pact.
