dc.description.abstract	This is a study on the proposal of the social security reform from the point of view of the fundamental rights and guarantees set out in the Federal Constitution, in particular with respect to the social rights and the principle of ban on social regression. An analysis of the Constitutional Amendment proposal - PEC n. 287/2016, searches of specialists in the subject, books, editorials and other bibliographic sources. The development of the article discusses the "reformist" proposal in the critical perspective of the violation of the fundamental rights and guarantees of millions of Brazilians who depend on the social security income for their basic needs. The study identifies the impact on the lives of insured workers and the risk of loss of fundamental rights guaranteed by the constitution. Therefore, the need for a broad debate on the subject is indisputable, so that there is no violation of rights and increase in the misery and poverty of the Brazilian population.	pt_BR
dc.description.sponsorship	Trata-se de um estudo sobre a proposta da reforma da previdência sob a ótica dos direitos e garantias fundamentais previstos na Constituição Federal, em especial, aos direitos sociais e ao princípio da vedação do retrocesso social. Foi realizada análise da proposta de emenda constitucional PEC n. 287/2016, pesquisas de especialistas na temática, livros, editoriais publicados e outras fontes bibliográficas. O desenvolvimento do artigo discorre acerca da proposta “reformista” na perspectiva crítica da violação dos direitos e garantias fundamentais de milhões de brasileiros que dependem da renda da previdência para sua subsistência. O estudo identifica o impacto na vida dos trabalhadores segurados e o risco de perdas de direitos fundamentais garantidos constitucionalmente. É inconteste, portanto, a necessidade de amplo debate sobre o assunto de modo que não ocorra a violação de direitos e aumento da miséria da população brasileira.	pt_BR
